B7-6000 - Co-financing with NGOs Budget Line
Calls for proposals are now closed for both Development Education (ED) and overseas projects (PVD). The deadline for Block Grants is 2 April. The new Standard Contract, with amendments according to the new Financial Regulation, should be published by the end of May. It is expected that this will delay the signing of programme contracts for B7-6000 to early June.

Reproductive Health Budget Line
The EC is awaiting to know the full implications of the new EU financial regulation before publishing the next Call, which is likely to be a Call for funding from years 2002 and 2003 (total budget 27.9 million euro). The next call is expected at the beginning of May 2003. The Parliament has asked for a total of 73.95 million euro to be allocated to B7 6312 between 2003 and 2006.

Fight against poverty diseases: HIV/AIDS, malaria and TB
A call for concept notes will be published around April/May. It seems that in contrast to last year there will be no obligation to work as a consortium and the Call will include TB and malaria as well as HIV/AIDS.

Decentralisation within the European Commission
As a result of the ongoing decentralisation (devolving certain contract management responsibilities to EC delegations) process within the EC and to a lesser extent of the budget line B7-6000 (NGO co-financing), advocating the representations in the field becomes increasingly important. Deconcentration will only affect projects in developing countries (PVD), not awareness raising activities (ED) or Block grant applications.

SRHR Regulation in Council
The Working Group on Development Cooperation of the Council has been discussing the SRHR Regulation and is expected to adopt it (informally) either this or next Thursday (3 or 10 April). The Commission is currently amending the Regulation, as instructed by the EP, and is in inter-institutional consultations with the various Commission cabinets. As soon as the text is ready, it will be sent to the Council for official adoption, which has been scheduled for the Development Council of 30 May 2003.
All the policy issues (compassionate counselling, abortion etc) have been agreed upon and there are no objections to the EP amendments. I was also informed that there were some letters from the opposition but that they did not affect the discussions, which now focus on the budget.

European Union signs 22-Million Euro Agreement with UNFPA
UNFPA and the European Union signed an agreement yesterday for a 22-million-Euro, three-year Reproductive Health Initiative for Youth in Asia, which will be implemented in seven countries.

Health: European Union gives 200 million Euro to fight disease in developing countries (31/03/02)
The EU is contributing 200 million Euro to the "European and Developing Countries Clinical Trials Programme (EDCTP) to develop new medicines for HIV/AIDS, tuberculosis and malaria.
Research carried out through the EDCTP will focus on finding effective, easy to use and cheap medicines, that are particularly relevant to developing countries, as well as looking at sexual and reproductive health.

INTERNATIONAL WOMEN'S DAY - Commissioner Poul Nielson: Africa Today and Tomorrow - What Challenges for Women?
Commissioner Poul Nielson, responsible for Development and Humanitarian Aid, opened on 06/03/2003 an International Women's Day conference on "Africa today and tomorrow" organised by the European Commission. He emphasised the importance of celebrating the continuous contribution of women to the modernisation of society, while focusing on pursuing an open dialogue and broadening development co-operation.
