The international aid environment for sexual and reproductive health and rights (SRHR) has undergone drastic changes since the adoption of the Paris Declaration in 2005 and the Accra Agenda for Action in 2008. Additionally, the EU policy and funding environment itself has often confused professionals in the field, including NGOs seeking to improve policy and funding co-ordination and harmonization.
