Findings and Recommendations

Budget support and the aid effectiveness agenda continue to grow in their influence on EU development assistance. The impact of these changes on the structure of ODA and the nature and amount of funding for SRHR varies tremendously both among the EU countries giving and among the developing countries receiving aid. No longer can ODA be understood as a clear division between bilateral and multilateral aid with key decisions made in European donor capitals. Understanding the impact of the emerging aid environment requires extensive new research, and often information is available only through “unofficial” sources, as parliamentarians and civil society in developing countries often are excluded from decision-making processes and procedures. The Euromapping case studies underline the continued importance of the following recommendations for advocates who seek to improve policies and increase funding for the ICPD Programme of Action:

  • Advocates and policy-makers must become better informed about the implications of the emerging aid architecture, in order to remain relevant and effective in improving ODA policies and funding for SRHR 
  • EU donors and national developing country governments must improve the transparency and accountability of data collection and reporting on the amount of SRHR funding and effectiveness of aid in implementing the ICPD Programme of Action and improving SRHR outcomes.
  • The ‘country-ownership’ which many European donors strive to cultivate among their developing country partners must not remain exclusively ‘government-ownership’ nor ‘Executive branch ownership’. Civil society and Parliaments must take their rightful place in decision-making, by acting as watchdogs of their governments, as they do in donor countries. 
  • The emerging aid paradigm in EU decision-making on development cooperation requires a dual track approach to advocacy in EU and developing countries, with additional evidence-gathering and reporting required for SRHR organizations to increase the effectiveness of their advocacy on the increasingly limited points of influence that remain.
